Location: Wau Shilluk, Upper Nile state, Malakal County.
MISSION:
Solidarités International (SI) is operating in South Sudan since 2006, and has developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors.
SI currently implements 3 types of programs:
- Emergency Preparedness & Response
- Emergency WaSH interventions
The mission budget for 2015 is forecasted to be around 8 M€ (funding from Echo, OFDA, Unicef) with 2 operational bases: Malakal (Upper Nile State) and Juba (Central Equatoria State) + the coordination team in capital. The team consists of around 120 national staff and 22 internationals (including one Humanitarian access Adviser, one Deputy HoM in charge of programmes, 6 coordinators for program and support departments and one Field coordinator for Malakal).

RESPONSIBILITIES
The Logistics Officer will implement and supervise all logistics operations at his/her assigned base.
He/she will organize logistic support for programs, in keeping with Solidarités International procedures.
He/she will assist the base manager or the field coordinator in the implementation of safety rules.
Purpose of the position
- Providing technical, logistical, supply and administrative support to the program in close coordination & collaboration with the coordination team in Juba.
- Active in coordination distribution, staff recruitment and management, security and transport issue on the ground during the assessment/intervention
- Ensure that Solidarités International’s policies and guidelines for Logistics activities is properly implemented as well as of the supervision of all the logistics activities in the area of intervention. Assisting in the implementation of security procedures and able to carry on security assessment on his own.
- Active in security implementation and analysis with the support of the Log Coordinator and Security advisor
.**Key components of the job and Main priorities within the first 3 months of the mission**
- Open an operational base in Wau Shilluk with the support of the logistic coordination team (defines the logistic needs of the base and monitors the construction activities (office, leaving area, kitchen, stocks…).
- In linked with the Juba coordination team, define the human resources needs and recruit the logistic/Admin team.
- Follow up/develop/analyze and implement the security for the Wau Shilluk base with the support of the Log Coordinator and Security advisor.
- Define and ensure proper installation of adequate communications means that could be settled (eg: Radio installation/internet).
- Regularly update the coordination team on the security context evolution on the field.
- Ensure that Solidarites International’s policies and guidelines for Logistics activities are properly implemented.
- Analyse local market and the different ways of supplies and transportation.
PROFILE
Experience
- Master degree or equivalent in logistic field.
- At least 2 years of professional experience in the humanitarian environment in project management.
- Proven experience in conflict/post-conflict contexts and insecure environments, with consequent experience in supporting emergency response.
- Experience on team management
- Experience with SOLIDARITES INTERNATIONAL is an asset
Skills
- Capacity to operate in a volatile security context.
- Knowledge of telecommunication and radio installation.
- Handy and resourceful.
- Good skills in staff management.
- Technical support for the staff.
- Knowledge of emergency humanitarian strategies.
- Report writing skills.
Language
- Fluent in English, written and spoken
- Knowledge of Arabic is an asset
Computer skills
- Good command of pack office
- Knowledge of in GPS/SIG (google earth)

- Calm and with good negotiations skills (security context management, relationships with locals, administrative and military authorities, humanitarian community)
- Capacity to leave in precarious conditions

CONDITIONS
- Salaried post: Staring from 1600 euros gross per month (according to experience and SI seniority), + 10% annual leave allowance paid monthly + a monthly Per Diem of 700 USD.
- Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
- Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
- Induction training provided at headquarters before leaving for assignment country.
