The role
The Humanitarian Logistics Specialist will ensure an effective and accountable logistics support systems in place in line with the SCi's global as well as SC-Ethiopia's national policies and procedures to support the ongoing humanitarian responses including the category -1 drought response, category - 2 Gambela Refugee response and Category - 4 Yebelle Flood response. The post holder will also be responsible for the overall coordination and implementation of an effective procurement, fleet, warehousing and asset management practices for these responses under Country Office Logs management
KEY AREAS OF ACCOUNTABILITY:
Coordination and Support to Programmes Support the ongoing Logistics operations for the humanitarian responses. Work with Country Logs Director and CO Supply Chain Specialist to setup framework agreements to meet the needs of the humanitarian response. Plan and implement an effective order pipeline management system for the response and organize schedules for bulk and economical purchases Coordinate and make certain that all logistics requirements are delivered in accordance with timescales set and agreed with programme managers Regularly review programmes logistical requirements and ensure that programme works are carried out in the most efficient and cost effective manner Provide support and work closely with the program/ project heads in developing procurement plan
Logistics support
Support Logs Director to implement SCI Logistics Procedures and rollout Country Logistics Manual in their area of operations i.e. all field offices within the remit of Logs Hub. Participating in assessments and feeding into proposals/ reports with recommendations for management decisions; Being responsible for the logistics management/coordination of humanitarian teams and processes. Specifically, this will involve the design of Procurement and Logistical Plans together with program teams and their operational implementation through proper management of Supply Chains up to final delivery to program teams. It may also include warehousing, inventory and distribution management where applicable; Delivery of appropriate and reliable support services, as needed, i.e. communication, transportation, office set-up and infrastructures; Managing shipments of emergency stock from warehouses (where they exist) during emergencies; Ensuring compatibility to applicable quality standards and adherence to any specific contractual (donor) requirements or general SCI procedures and policies (as they are developed) in relation to all Logistics processes; Actively contributing and ensuring technical support to the field teams in all Logistics matters, with specific attention to building the capacity of SCI staff and/or partners during emergency response through coaching, shadowing, one-on-one on the job training etc.; Ensure compliance with donor rules and SCI procedures for warehousing and inventory management Carry out spot checks of stock in area of operations and analyse warehouse report for management review and action. Support CO team to develop Fleet Management Strategy and implement the same in their field offices. Carry out spot checks for fleet in area of operations and analyse fleet reports for management review and action Establish and maintain accurate and up-to-date fixed asset register records in the regional HUB and field offices Directly involve in the tender management of high value transaction and construction works ensure accountability to donors and beneficiaries through implementation of regular reporting and strong control mechanisms
Staff management
Directly lead, manage and motivate Logistics staff in the Humanitarian response ensuring that they have clear work plans and objectives and receive regular supervision and reviews, and Build up their capacity through the use of effective training, performance management frameworks and development plan. Provide technical leadership to logistics staff in the field offices within the area of operations. Leading and/or supporting the recruitment and management of local logistics staff, as necessary; Ensuring an End of Deployment report to be shared with RHC's, RD's, including recommendations regarding in-country and possible actions regarding ongoing capacity building of remaining teams/partners. Representing OA to and coordinating with relevant government officials, UN agencies, other NGO staff and Oxfam International, as appropriate at project/program level including at the Logistics Cluster.
Reporting
Ensure monthly reporting systems are implemented across the field offices under the regional Hub structure in line with SCI Logistics Procedures for Procurement, stock, vehicles and assets. Review the monthly logistics reports and advise field offices and programmes where there are irregularities or areas of concern that need follow up
Preparing a monthly 'Logistics Report' to the Logistics Director & Programme Operations Director, detailing all logistical activities including procurement trackers, vehicle performance & fuel, stock reporting, asset register updates, staff issues, and other relevant information
Qualifications and experience
- Recommended a minimum of 5 years in Logistics management experience in NGO environment, including significant field operations experience running both development and emergency programs
- BA/BCS degree or equivalent in management,, Development Studies or other social sciences .
- Diploma/certificate courses in Logistics and Supply Chain strongly preferred.
- A good understanding of Basic service programs and a working knowledge of the Country program priorities
- Substantial experience in logistics, including procurement, supply chain, fleet management & inventory
- Ability to analyze information, evaluate options and to think and plan strategically
- Excellent interpersonal, communication and presentation skills
- Fluency in written and spoken English
- Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
- Commitment to and understanding of Save the Children's aims, values and principles including rights-based approaches
- Willingness and ability to travel extensively in country
