Liaises With: Country Management Team, Programme Managers, Finance team, Dublin-based Desk Officer

Job Purpose:To support the country programme in grants management, helping to ensure full compliance with donor rules & guidelines; funding strategy implementation; and knowledge and information management. This role will work closely with the Country Director, Programmes and Emergency Directors, Country Financial Controller and Desk Officer in Dublin.

Main Duties & Responsibilities:

Grants management -The 2015 budget for the South Sudan programme is one of Concern Worldwide’s largest at Euro 14 million and complex with 20+ Donor contracts.

· Take responsibility for the management of all grants for South Sudan programme.

· Update and maintain a grants management system.

· Liaise with the Desk Officer and Finance Manager to file the contract documents for grants – both active and archived.

· Manage the reporting schedule ensuring timely and accurate reporting. This will include editing reports and ensuring they are submitted in the correct formats.

· Oversee the development of concept notes and proposals giving donor-specific advice to the programme staff.

· Ensure timely communication with the donors on any anticipated or unanticipated changes during the lifetime of a project.

· Work closely with the Consortium Management Unit/s for the DFID & EU funded consortia.

Monitoring & Evaluation

· Provide input to the development of M&E tools to ensure compliance with donor and clusters requirements.

· In collaboration with Director Programmes and Programme Managers, ensure that M&E plans are in place for both development and emergency programmes and follow up to ensure that teams are clear on what information needs to be gathered for monitoring purposes.

· Work with DO and Monitoring Officer at Head Office to ensure monitoring frameworks are developed for all programmes.

· In collaboration with programme managers and Director Programmes, develop Terms of Reference for baselines, mid-term reviews and evaluations, etc.

· Review survey questionnaires and ensure they align to the indicators in the logframes/results framework.

· Review all evaluation and survey reports and studies commissioned.

· Collate management responses to reports, evaluations, advisor trip reports etc and support the programme managers to ensure the plans are implemented

· Organise programme review workshops and document lessons learned.

· Work with programme managers, as well as IT and the survey specialists in Dublin to further the roll-out of DDG across programmes.

Funding strategy implementation

· Take the lead on developing a fundraising strategy that guides decisions and supports the Country Strategic Plan.

· Coordinate with the various consortia with which Concern is engaged to identify opportunities to access funding via the consortia.

· Provide information and case studies to the HQ based Desk Officer and fundraising teams in Dublin, London and New York and liaise with them and the Country Management Team to identify opportunities for funding and information dissemination.

Knowledge and information management

· Improve the storage and dissemination of information within the programme.

· Ensure version control of documents and filing of final reports and proposals (liaise with Desk Officer).

· Edit and compile the monthly programme reports for review by the Director Programmes and Director Emergencies and ensure that M&E data are regularly used for monthly reports

· Edit and compile annual programme/government reports as per the dates agreed with Director Programmes and Director Emergencies.

· Record and produce the minutes of management and programme meetings or other relevant meetings. Ensure timely circulation.

· Where appropriate represent Concern at various Cluster and Coordination meetings and produce minutes;

· Support the PMs in gathering and documenting learning and case studies.

· Support any research initiatives planned.

PERSON SPECIFICATION

ESSENTIAL

Education, Qualifications & Experience Required:

· Educated to Degree level in Development or a related discipline.

· The successful candidate will have overseas experience with an NGO; will have experience of working in a high pressured, results focused and dynamic environment.

· At least 1 year experience in grants management and demonstrated success in proposal development for a range of donors.

· Good organisational and planning skills/experience.

· Strong computer skills particularly Microsoft office.

· Previous experience of programme development, proposal design and/or PCMS.

· Experience of M&E.

· Excellent English

DESIRABLE

Education, Qualifications & Experience Required:

· Attendance of training courses in quality standards such as SPHERE, HAP, Red Cross Code of Conduct, etc.

· Experience of the specific requirements of ECHO, DFID and OFDA.

· Experience working in an insecure and volatile environment.
