We are looking for a highly qualified, self-motivated Distribution Manager able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.
Who are we?
The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees. In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and in early 2013 DRC expanded its operations to Unity State and is currently managing a refugee camp (Ajoung Thok) for new refugees from South Kordofan. In additional DRC is responding to the current humanitarian crisis of internal displacement. DRC is the camp manager of several camps in the northern states of South Sudan and has also been working closely with humanitarian partners in relation to the coordination of humanitarian assistance and advocacy issues. DRC also has activities in the sectors of community services, protection, GBV, livelihoods, shelter and infrastructure and logistics in the IDP/refugee areas. In returnee areas DRC is implementing food security and livelihood activities to support durable solutions.
About the job
Distribution Manager has the overall responsibility, overseeing all distributions in Maban County carried out by DRC. General food distribution in Maban will provide food rations to approximately 92,000 refugees living in two camps, Doro and Yusuf Batil.
While the general food distribution will be the distribution manager’s top priority, additional distributions, which will fall under the purview of the distribution manager, include, but are not limited to monthly soap distribution, annual NFI distribution and annual or bi-annual food security and livelihoods kit distributions. When not managing a distribution the distribution manager may be redeployed temporarily to another site or will be requested to support with logistics and warehousing activities in Maban.
The Distribution Manager, along with the Area Manager will be responsible for overall monitoring of the security environment, and ensure that the security of staff and beneficiaries remains the top priority.
Duties and Responsibilities
Staff Management:
- Supervises and organize distribution teams
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Ensure distribution team are compliant with any and all timesheet requirements and receive timely performance appraisals
- Plan/coordinate and oversee staff work plans, work and vacation schedules, and staff training/development activities
- Ensure awareness and implementation of DRCs code of conduct at all levels including casual labor.
- Ensure that all staff and incentive workers involved in distribution have received the appropriate training in safety and security, crowd control and radio protocols.
Program Implementation:
- Lead the distribution including site prep, verification, distribution, crowd control and the handling of complaints.
- Monitor and provide feedback on prepositioned GFD stocks. When appropriate, work with the food security manager to raise concerns and advocate for repairing breaks in the pipeline and strengthened prepositioning.
- Undertake regular risk analyses, monitoring closely the security conditions and potential threats during preliminary communications with communities as well as during distribution. If the situation becomes volatile or insecure the DM must be prepared to lead the immediate closure of the distribution and ensure the safety of the staff and beneficiaries as the top priority.
Representation:
- Act as primary focal point for GFD (and other commodity distributions) for community and partner coordination in the field (in collaboration with DRCs camp management and food security teams).
- Reporting:
- Manage the quality and confidentiality of supporting documentation
- Ensure accurate and timely reporting for all field level activities.
About you:
Required:
- 5+ years of humanitarian response experience, in particular in volatile environments
- Experience with large scale general food and commodity distributions/accountability
- Experience with managing distributions in refugee and/or IDP camp settings
- Experience working in partnership in the UN World Food Programme and familiarity with WFP partnership requirements.
- Experience managing targeted distributions in potentially volatile environments
- Character traits: Solutions and action oriented. Fosters good teamwork and team spirit. Able to take swift and informed decisions. Good documentation and systematic planning skills
- Fluent in English
Strongly preferred:
- Experience in South Sudan
- University degree in logistics, international development, management, accounting/mathematics or similar area of study
- Working knowledge of Arabic or local languages a plus
We offer
Contract: 6 months contract, with the possibility of extension.
Duty Station: Maban County, Upper Nile State, South Sudan
Starting date: 01 January 2015

Applicants should be aware that living conditions in Maban are very basic; there is a possibility that the distribution manager will be temporarily housed in a partner NGO’s compound while expansion of DRCs residential compound is undertaken.
