BACKGROUND
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of Technical Writer Consultant in Ethiopia.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps is prepositioning for an anticipated Title II USAID/FFP funded Development Food Aid Program (DFAP) solicitation for Ethiopia, to be released in January, 2016. Currently, the details of the opportunity have not been made available by Food for Peace (FFP), however we expect a draft Request for Application (RFA) to be released before the end of the year. DFAP is an integrated food security program that operates in both the agricultural and health sectors. Typically, DFAP opportunities aim to reduce chronic malnutrition among children under five and pregnant or lactating women, increase and diversify household income and strengthen and diversify agricultural production and productivity to build resilience and reduce the need for food assistance. DFAPS cover the following sectors: nutrition, livelihoods, food security, WASH, social behavior change, disaster risk reduction, and aspects of sexual and reproductive health, mental health, and gender-based violence as appropriate based on the context.
Purpose: The purpose of this scope of work is to support the procurement of a Consultant’s services to develop a submission ready Technical Application for IMC to respond to the Title II USAID/FFP funded DFAP in Ethiopia.
Skills & Requirements:
Task Description: The consultant will serve as the Technical Application writer. Specifically, the Consultant will complete the following tasks:
- Coordinating with IMC’s Country Office, Desk, Technical, and Partner staff, develop a Technical Application responding to the RFA. The Technical Application narrative should (1) be responsive to the requirements outlined in the RFA document (2) include a strong technical programmatic design as well as an in-depth understanding of the country context. As the lead writer, the consultant will draft the technical approach, executive summary, capabilities statement, and monitoring and evaluation plan as requested.
Contribute to identifying and reviewing background materials (research reports, scoping documents, country strategies etc.) to utilize in writing the technical narrative
Participate in the TBD in-country Design Workshop
Complete and circulate a draft results framework
Draft the Technical Application following the specified format, observing page limits, and considering the technical evaluation criteria specified in the RFA
Prepare the final Technical Application, allowing time for and incorporating feedback from the IMC Country Office, Desk, Technical staff, and Partners
Ensure alignment of technical proposal with solicitation evaluation criteria
The Consultant will complete the final Technical Application in the required electronic format by the due date agreed upon with IMC.
