The Danish Red Cross (DRC) is seeking a development professional with capacity building expertise and skills to support Danish Red Cross’ partnership with South Sudan Red Cross (SSRC) as Branch Capacity Development Delegate to be based in Bor County in Jonglei State, South Sudan.

The Capacity Development Delegate forms part of the East Africa/Horn of Africa team in DRCs decentralized structure. The Capacity Development Delegate will be based in Bor branch of the South Sudan Red Cross in order to support the capacity development process of the branch through a learning-by-doing approach. Bor branch is a 45 minute flight from the capital of Juba.

The Delegate will be overall responsible for developing the capacity of Bor branch to plan, manage and implement DRC supported interventions in Bor county. The Capacity Development Delegate will form part of the DRC South Sudan team which currently numbers 3 other expatriated staff. The Delegate will report to the DRC Head of Region with a technical reporting line to the Country Coordinator for South Sudan, based in Juba.

The Danish Red Cross supports a number of Red Cross National Societies in the East Africa/Horn of Africa region. The support focuses on both development and emergency support within the sectors of health and nutrition, disaster risk reduction, water sanitation & hygiene, psychosocial support as well as organizational development and operational capacity building.

DRC has cooperated with South Sudan Red Cross Society (SRCS) since 2006. The South Sudan Red Cross is the newest National Society in the Red Cross Movement and was officially established and recognized in 2012 after the country gained independence. With the ongoing emergency operations, capacity of the national society is stretched and capacity development support including a learning-by-doing approach is key to assist the national society to be able to respond to the needs of the most vulnerable and build the resilience of local communities

Currently, the cooperation between DRC with SSRC includes support to strengthening the disaster management capacity of the Society to prepare for and respond to the ongoing emergencies, provision of life-saving support, building psychosocial capacity as well as disease prevention and health promotion.

Responsibilities

  • Work closely with the branch staff to develop their technical skills/capacity in the area of volunteer management and psychosocial support with a learning-by-doing approach;
  • Support the branch in developing its capacity in the full programme management cycle, including financial management;
  • Support branch to prepare for and respond to natural disasters under the supervision of DRC Country Coordinator, and in close collaboration with SSRC HQ DM department and relevant ICRC delegates and staff;
  • Work closely with the branch staff in supporting, mentoring and supervising volunteers in implementation of activities and monitoring & evaluation in order to increase volunteer motivation and enhance the quality of programme activities
  • Support the branch in developing capacity in strategic approaches, particularly with community based approaches
  • Strengthen the NS branch’s capacity for planning, monitoring, evaluation and reporting (PMER) from an on-the-job-training approach
  • Ensure progress on DRC supported programme implementation in close collaboration with the DRC Country Coordinator by providing programme management support to the branch;
  • Support implementation of psychosocial activities implemented by the branch in close collaboration with the DRC PS delegate.

We expect you to have;

  • A minimum of 5 years’ experience in the implementation of development and/or disaster programmes and a relevant educational background;
  • Proven on-the-job coaching experience, strong pedagogical sense, patience and cultural sensitivity;
  • Strong programme management capacity, including financial management;
  • Organizational development skills and experience – especially with volunteer management
  • Solid experience with working through a partnership with national organisations;
  • Ability to work in a challenging and complex environment is essential. Experience from South Sudan and/or East Africa region is an asset;
  • Excellent English speaking and writing skills are required,
  • Knowledge of and experience with Red Cross Movement tools and approaches for psychosocial support is an advantage but not a requirement

Employment Conditions The starting date is February 15th 2016 or soonest thereafter and the length of the contract is 12 months.
Your duty station will be Bor, South Sudan. You will be accommodated under the ICRC housing and security umbrella. The position is a non-family duty station. You will report to the DRC’ Head of Region for East Africa region based in Kampala, Uganda. The salary including all allowances and pension will be approximately in the range of DKK 37.400 to DKK 41.500 per month dependent on qualifications and experience.
