Federation Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
HI is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
1- Presentationof the context
The MOGCSWHADM has developed of a National Disability and Inclusion Policy (NDIP) in 2013that is inclusive of mine/explosive remnants of war (ERW) survivors, but which has yet to be adopted. The policy provides guidance and sets up priorities in key sectors: education, health, protection, rehabilitation, income generation and decent work, civic and political participation, social inclusion and empowerment of organisations of persons with disabilities. Based on multi-stakeholders consultation,the policy presents concrete measures to address identified gaps and barriers faced by persons with disabilities in accessing livelihood opportunities and other essential services.The NDIP was scheduled to be reviewed by the cabinet in late December 2013; however, the outbreak of armed conflict on 15 December caused an indefinite delay.
- South Sudan is state party to the Mine Ban Treaty (MBT) since 9th July 2011.South Sudan has not yet signed or ratified the Convention on Cluster Munitions (CCM)
- South Sudan hasnot yet signed or ratified the UN Convention for the Rights of People with Disabilities.
Due to the current instability in the country; NDIP, UNCRPD and Victim Assistance under the MBTis neither a focus nor a priority of the Government of South Sudan (GoSS).
‘Live Well in Community: Victim Assistance for South Sudan’ is a development project, implemented in Central Equatoria (Yei County)as well as in Juba that works directly with South Sudanese landmine/ERW survivors and their families to help them determine how to earn a living, for many the most difficult and brutal of the tasks facing them after injury. Simultaneously, HI works at the district level to improve the services available in local hospitals and health clinics and at the national level to strengthen the new government’s capacity to coordinate and implement victim assistance activities. One of the outcomes of this project was forSouth Sudanese national demining authorities to have implemented, coordinated and monitoredthe victim assistance component of the South Sudan National Mine Action Strategic Plan 2011-2016. This outcome is notachieved and raises concern in this challenging context; a need to have better information on impact of the current situation and orientations for future steps is identified.
2- Presentation of the research–Situation of victims of the current conflict and situation with respect to the expected needs for victims (mine/ERW and persons with disabilities).
2-1- Why this research?
Victim assistance in the context of mine/ERW ought to be integrated into the work of broader disability, development and human rights efforts, i.e. related to disability/UNCRPD/disability – inclusive development for survivors, and development/poverty reduction for indirect victim.
Given the recent conflict and extensive fighting, there is evidence of excessive use and pollution of arms, and high possibility of re-mining of certain areas. This has already resulted in countless civilian casualties, with the total toll rising with each passing day. Those who survive are often severely injured and often end up impaired. As such, the number of person with disability is increasing on a daily basis, however without much needed information on their status, i.e. age, sex, nor on their current situation in terms of needs.
Handicap International conducted a baseline assessment on the situation of survivor and other persons with disabilities in December of 2013. Since the war broke out during the same time, there has however been an absolute vacuum of information on the reality faced by both new victims of the current war that has been raging through the country since December 2013. Victims include those killed and injured by mine/ERW, as well as by other weapons. The study will also assess the situation of those victimized in the previous conflict and that of persons impaired through other causes.
The recent Victim Assistance annual plan made by the Government was highly challenging to shift to implementation and the planning was carried out without sufficient consultation and participation of the actors involved in the activities related to Victim Assistance and Disability.
The research is deemed to be essential for getting information on the situation of mine/ERW victims and other persons with disabilities within the context of the new war and extensive risks with new forms of arms pollution. Also, this research will updated information sharing for better planning, advocacy and development of more appropriate actions for the actors working on disability including the Government of South Sudan.
2-2- Research objectives
To carry out situation analysis on the(new) mine/ERW and other victims of the conflict (as well as other persons with disabilities)within the context of protracted crisis in South Sudan.

2-5- Methodology
Decision about the methodology will be made upon proposal of the applicant in his/her technical offer and subsequent discussions and validations with HI technical unit.
This research will be on collection of extensive source of information related to the subject, review of studies and reports and meeting with National level actors.
2-6- Ethics
The expected technical offer shall include mechanisms to be implemented so as to ensure:
- the protection & safety of HI teams and participants in the research
- informed consent of all respondents
- the confidentiality of sensitive and personal data
- the scientific validity of the research
- the possibility to use and exploit the information contained in the research
- the adoption of a comprehensive and participatory approach
2-7- Specific constraints
The research protocol will be validated by HI technical unit.
The proposed methodology in the technical offer should be in line with the requested approach.
3- Presentation of the mission
3-1- General objective of the expert mission
The expert will ensure the implementation (final protocol), the realization (collection, processing & analysis), the monitoring and the exploitation of the research results. Authorizations, logistic and security measures will be taken in charge by HI South Sudan.
3-2- Expected results of the mission
(1) A written protocol is finalized.
In collaboration with the Development Operational coordinator of Handicap International and the technical referent at HQT, a protocol for the research is written. This document provides key elements of the implementation of the research and contains, a minima: introduction with background and interest of the research; presentation of the objective, source, location; presentation of the methodological framework: study design, selection of participants, information collection, treatment, analysis, quality monitoring mechanisms; responsibilities of the expert; time schedule; budget; ethics considerations.
(2) A synthesis of the led literature review is proposed.
(3) Impact of the current situation and practical and useful orientations for future interventions proposed.

3-4- Time Schedule
The research will be conducted during the 1st quarter of 2016. A 1.5 months period has been anticipated, to be adjusted in regard to the constraints and needs.
3-5 Budget for the mission: The budget for the research will be approx. 10,000Euros. This amount is to cover the consultancy fees, International return air fare to Juba, visa, insurance and taxes if any.
4- Requested profile
• Mandatory:
- Minimum Diploma: Masters in Sociology or Anthropology with proven experiences in conducting related researches.
- Proven and recognized experience in methods of data collection, treatment and analysis (particularly qualitative data)
- Working knowledge in the sector of Victim Assistance and Disability in development as well as emergency sector.
- Expertise in analysis of qualitative data
- Analysis, synthesis and writing demonstrated capacity (provide a list of publications)
- Knowledge of the working languages (written &oral): English mandatory
- Personal capacity of adaptation to challenging contexts, solid interpersonal skills, positive attitude and cultural empathy.
• Desired:
- Recommended experience in conducting surveys/researches including people with disabilities
