CHIEF OF PARTY
TRANSFORM: WASH ETHIOPA
PATH is seeking a Chief of Party to plan and coordinate all implementation activities for a five-year, approximately $30 million USAID-funded award in Ethiopia. The project will have a strong focus on innovative interventions and transformative impact in water, sanitation, and hygiene (WASH). Transform-WASH will have an overall goal of reducing under-five mortality through increased use of WASH products and services to be achieved via four interrelated objectives: 1) Increased WASH governance and management capacity at the sub-national level; 2) Increased demand for low-cost quality WASH products and services, with a focus on sanitation; 3) Increased supply for low-cost quality WASH products and services, with a focus on sanitation; and 4) Increased knowledge base to bring WASH innovations to scale.
The Chief of Party (COP) candidate should have significant leadership, management and international development experience; a demonstrated track record in successfully managing government and private sector relations, specifically in Ethiopia; a commitment to capacity building; and experience successfully implementing market-based approaches. This position will be based in Addis Ababa, Ethiopia, and will report to the PATH Country Director and liaise with PATH Headquarters, as appropriate.
This position is contingent on PATH being awarded funding for the Transform-WASH opportunity, which is anticipated to begin in March 2016.
RESPONSIBILITIES:
• Oversee the design and implementation of a WASH development program, which includes private sector engagement and human centric design for market-based approaches.
• Lead and provide expertise in developing and executing sustainable practices for increasing demand/supply of WASH products and services.
• Facilitate senior-level dialogue with all levels of government, including working at the regional and community level.
• Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.
• Lead internal and external program planning and reporting including annual work planning with sub-recipients.
• Develop and manage a team that includes members of diverse backgrounds, including finance, and marketing, in order to successfully co-create and support sustainable models for sanitation.
• Develop business plan outlining financial sustainability of the initiative.
• Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments.
• Work closely with PATH Headquarters to ensure high-quality periodic reporting.
• Serve as main representative of the project to USAID.
QUALIFICATIONS:
• Master’s degree or higher in business, management or related field
• 15+ years’ experience in international development as a senior manager on >$10M USAID, or similar donor, funded work, preferably with some overlapping projects in WASH.
• A minimum of 3 years working with private sector in Ethiopia, to scale up public health innovations, preferably in the area of WASH.
• Progressively responsible supervisory experience, including: direct supervision of staff; quality evaluation of staff performance and deliverables.
• The successful candidate will have excellent communication, analytical, organizational, interpersonal and cross-cultural skills; an understanding of unique private sector approaches to development; and proven ability to produce results.
• Demonstrated ability in the concepts, principles, methods and techniques of delivering market-based approaches to sanitation preferred.
• Demonstrated skills in effectively working with the Ethiopian government, USG donors, and other key stakeholders and partners.
• Ability to successfully recruit, train, develop and manage staff
• Ability to negotiate and manage agreements and all required programmatic and financial reporting requirements.
• Knowledge of USAID grant implementation is required.
• Excellent management, interpersonal and communication skills, both oral and written.
• Capacity to effectively deal with and resolve conflict.
• Prior experience working with finance and other teams located remotely, preferred.
• Fluency in English and Amharic is required.
