Reporting to the Country Representative, the Logistics Coordinator will ensure timely, cost-efficient and robust logistical support (procurement of pharmaceuticals, fleet management, warehousing, distribution) to program activities, strengthen local logistics procedures to ensure compliance with South Sudan Red Cross (SSRC)/CRC policies, build technical capacity of national staff and delegates, and provide technical and surge support to the SSRC logistics team at both the HQ and branch level. This will include overall coordination with both CRC and SSRC to ensure the required systems are in place and functioning for controlling, monitoring and reporting of ongoing logistics activities of the Canadian Red Cross Society (CRCS) in South Sudan.

S/he will be responsible for liaison with logistics representatives of the International Federation of the Red Cross and Red Crescent Societies (IFRC) and International Committee of the Red Cross (ICRC) in South Sudan.

Responsibilities

General goods and services procurement

  • Set up, follow and maintain the delegation procurement practices in compliance with SSRC/CRC standards for procurement of goods and services on behalf of the delegation.
  • Coordinate with SSRC/CRC to advance procurements for goods and services such as order management, quotations, issuing purchase order, comparative bid analysis, customs clearance and other formalities.
  • Provide guidance to the delegation in identifying and planning required logistical support for effective and efficient delivery of programs.
  • Maintain good collaboration and networking within the Red Cross Movement in South Sudan, INGOs, government and non-governmental agencies operating in the same area for exchange of information and good practices.
  • Maintain inventory of all goods and services and maintain all documents to full audit standards.
  • Maintain and update a supplier’s register for regularly purchased goods and services and cultivate/nurture working relationships with the suppliers.
  • Ensure that all purchased goods meet SSRC/CRC standards and are fit for their intended purpose and, when required, have appropriate inspection certificates.
  • Produce regular, timely and accurate narrative procurement reports for the delegation.
  • In collaboration with Human Resources, hire, train and mentor a strong national staff that will take over logistics as part of the exit strategy in the final year of the program.

Medical supplies procurement

  • In collaboration with CRC/SSRC Logistics and Health program staff, procure pharmaceuticals, medical supplies and materials, for the Maternal, Newborn and Child Health (MNCH) program implementation on behalf of the delegation and in accordance to international, local and DFATD’s standards.
  • In partnership with SSRC and South Sudan Ministry of Health, design and set-up a medical warehouse / pharmacy according to stipulated standards. This includes:
  • Maintenance of stock control system for drugs, and other medical items and equipment
  • Maintenance of an up to date stock inventory records
  • Monitor drugs ’expiry dates
  • Maintenance of cold chain where applicable
  • Maintenance of mobile clinics supplies
  • Liaise with other local and international health providers, including UNICEF / Ministry of Heath for the provision of vaccines.
  • Provide regular and timely reports to the country representative, inclusive of health statistics – especially tracking medicament usage rates using the health monitoring system. Work according to the Ministry of Health / WHO guidelines and meet Sphere standards

Construction

  • In collaboration with the Construction delegate, procure goods and services required in the construction of field offices and residence compound in accordance with international and local standards.
  • Support the CRC construction delegate in all tendering process and procurement management.

Fleet Management

  • In fulfilment of the delegation’s transport requirements; set up, implement and maintain use of transport management system for all office vehicles and support the office in planning the best use of vehicles.
  • In line with the IFRC fleet management policy, develop and maintain a fleet management system for all field office vehicles and support the office in the efficient use of transport resources.
  • Liaise with IFRC for fleet reports.
  • Ensure regular monthly check and services of the vehicles.

Qualifications

Education and Experience

  • A minimum 5 years field experience working in logistics.
  • A minimum of 3 years experience in managing overall logistical functions in a large delegation is preferred.
  • Professional training or education in logistics is preferred or an equivalent combination of education and experience.
  • Experience in pharmaceuticals procurement.
  • Demonstrated commitment to the principles of the RCRC Movement; previous RCRC Movement experience is an asset.
  • Demonstrated experience working in a post conflict context.
  • Demonstrated competency in the management of resources with experience in core functions of logistics; procurement, fleet management, warehousing and distribution.
  • Demonstrated ability in networking and developing relationships with various partners and stakeholders.

  • Excellent communication skills (verbal and written), in English are mandatory.
  • Strong organizational skills with a proven ability to prioritize and effectively multi-task.
  • Demonstrated problem solving skills.
  • Results oriented with demonstrated analytical skills.
  • Demonstrated ability to perform at a high efficiency level in stressful environments.

Environmental Scan / Working Conditions

This is an unaccompanied position based in Kuajok, South Sudan with frequent travel between Juba and Kuajok South Sudan suffers from lack of basic infrastructure and social services and more than half of the population lives in poverty. Legal frameworks and institutions to enforce the rule of law are largely undeveloped. Inter-communal violence, rebellions and localized conflicts over land and natural resources exist and unrest in the disputed Abyei region has resulted in internal population displacements mostly into Warrap State.

CRC supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.
