Background
The Strengthening Human Resources for Health (HRH) project is a six year (2012 – 2018) $55,000,000 budget bilateral cooperative agreement with an overall goal of improving the human resources for health status in Ethiopia. Funded by the United States Agency for International Development (USAID) under the “Investing in People” category of the foreign assistance framework, the project is contributing to the Government of Ethiopia’s (GOEs) efforts to build or strengthen local capacity for comprehensive and sustainable systems for developing and for managing human resources for health. The project is being implemented by a Jhpiego-led partnership that includes Management Sciences for Health (MSH), the Ethiopian Midwives Association (EMA), the Ethiopian Association of Anesthetists (EAA), and the Open University (OU), in collaboration with the Federal Ministry of Health (FMOH)
The activity is currently implemented in all the nine regions and two city administrations of the country and the support is mainly provided at National level (FMOH) and regional level (mainly RHB and Regional Health Science Colleges).
Evaluation Purpose
The conclusions and recommendations of this evaluation will be used to inform and guide the design of future similar activity. Particularly, the development of the results framework for a future similar activity will base on the gaps and bottlenecks identified through this evaluation. Therefore, a thorough assessment of the remaining challenges in the Human Resources for Health, particularly in improving quality of education is a required output of this evaluation.
Evaluation Tasks and Timeline
The evaluation team will develop a detail evaluation design and methodology that includes a mix of qualitative and quantitative data collection and analysis approaches, conduct desk review and develop inception report, conduct primary and secondary data collection from different sources, prepare power point presentations and present to USAID and other stakeholders as required, produce draft and final evaluation reports.
Evaluation period:
The evaluation is expected to start in January and end in April 2018.
Social Impact, through its EPMES Activity, is seeking to recruit an experienced and qualified Ethiopian to serve as the Team Leader on a short-term basis. The Team Leader will have experience in leading team members and conducting evaluations in human resource for health (HRH).
Summary of position Description:
The Team Leader will work under the supervision of the EPMES Chief of Party to manage a team of technical experts who will conduct a final Evaluation of the USAID-funded Strengthening Human Resources for Health Program under the EPMES activity. The team leader should have a strong background in HRH evaluation and in leading a team of local and international evaluation experts from diverse backgrounds. .
Detailed Description
The team leader is required to lead all activities of this evaluation, including but not limited to the following:
Lead team discussions and assign specific tasks for evaluation team members
Follow the presence of each team m
Lead the planning and preparation of the evaluation design, methods, data collection tools and logistics;
Lead the reviewing of relevant background documents to support the evaluation design, triangulation of results and to obtain supplementary information;
Identify Pre-testing data collection instruments;
Lead and training of data collectors if primary data collection requires the involvement of data collectors.
Assign team members to data collection sites and also join sub teams in data collection and conduct the data collection i.e. conducting interviews, focus group discussions and obtaining secondary data from stakeholders
Follow the transcription and analysis of data from all sources (key informant interviews, focus groups and secondary data)
Lead and participate in conducting qualitative and quantitative data analysis.
Lead and participate in the preparation of preliminary findings, conclusions and recommendations matrices and drafting of the report.
Lead and participate in t preparing power point presentations on findings, conclusions and recommendations
Lead the presentation of the findings, conclusions and recommendations to SI and to USAID as well as other stakeholders as required.
Follow the procedures of the SI EQUI® procedures
Follow deliverable timelines and deliver evaluation products
Follow if team members are available for work as per schedule and are delivering as per team agreed upon group plans and work plans agreed with EPMES.
Coordinate and participate the preparation of draft and final report of the evaluation
Communicate the progress of each evaluation activities to EPMES Chief of Party and USAID EPMES COR.
Closely work with the EPMES Evaluation Methods Specialist or other EPMES staff assigned as POC for this evaluation.
Communicate with the USAID/HRH AOR for technical issues
Handing other activities as instructed by the EPMES COP.
Position requirements:
A minimum of M.Sc/M.D degree in Public health, Medicine, Human Resource management, Midwifery, Anesthesia or related discipline.
At least ten years of work experience in human resources for health in Ethiopia or other African countries and led at least three similar evaluations.
The evaluation team leader must have strong team management skills, and sufficient experience with evaluation standards and practices to ensure a credible product.
Strong experience in developing qualitative and quantitative data collection tools and experience in conducting qualitative and quantitative data analysis.
Strong experience in writing good quality evaluation report.
Strong understanding of the health sector specially understanding of the human resource for health context of Ethiopia and knowledge of USAID’s project cycle and evaluation methodology and policy
Must be fluent in English and have strong writing, oral communication, and presentation and inter-personal skills.
