Ethiopia: Consultant (Team member), Final Evaluation of Strengthening Human Resource for Health (HRH) project

Background

The Strengthening Human Resources for Health (HRH) project is a six year (2012 – 2018) $55,000,000 budget bilateral cooperative agreement with an overall goal of improving the human resources for health status in Ethiopia. Funded by the United States Agency for International Development (USAID) under the “Investing in People” category of the foreign assistance framework, the project is contributing to the Government of Ethiopia’s (GOEs) efforts to build or strengthen local capacity for comprehensive and sustainable systems for developing and for managing human resources for health. The project is being implemented by a Jhpiego-led partnership that includes Management Sciences for Health (MSH), the Ethiopian Midwives Association (EMA), the Ethiopian Association of Anesthetists (EAA), and the Open University (OU), in collaboration with the Federal Ministry of Health (FMOH)

The activity is currently implemented in all the nine regions and two city administrations of the country and the support is mainly provided at National level (FMOH) and regional level (mainly RHB and Regional Health Science Colleges).

Evaluation Purpose

The conclusions and recommendations from this evaluation will be used to inform and guide the design of a future similar activity. Particularly, the development of the results framework for a future similar activity will base on the successes, gaps and bottlenecks identified through this evaluation. Therefore, a thorough assessment of the remaining challenges in the Human Resources for Health, particularly in improving the quality of education is a required output of this evaluation.

Evaluation Tasks and Timeline

The evaluation team will develop a detail evaluation design and methodology that includes a mix of qualitative and quantitative data collection and analysis approaches, conduct desk review and develop inception report, conduct primary and secondary data collection from different sources, prepare power point presentations and present to USAID and other stakeholders as required, produce draft and final evaluation reports.

Evaluation period:

The evaluation is expected to start in January and end in April 2018.

Social Impact, through its EPMES Activity, is seeking to recruit four competent Consultants on a short-term basis, with experience in conducting evaluations in human resource for health.

Position Description:

The Consultants will work under the guidance of a team leader to conduct a final Evaluation of the USAID-funded Strengthening Human Resources for Health Program under the EPMES activity. The Consultants should have strong evaluation and technical backgrounds in human resource for health.

Detailed Description

The Consultants will be required to participate fully in all aspects of this evaluation, including but not limited to the following:

  • Participating in the planning and preparation of the evaluation design, methods, data collection tools and logistics;

  • Reviewing relevant background documents to support the evaluation design, triangulation of results and to obtain supplementary information;

  • Pre-testing data collection instruments;

  • Conducting training of data collectors if primary data collection requires the involvement of data collectors.

  • Collecting data i.e. conducting interviews, focus group discussions and obtaining secondary data from stakeholders

  • Transcription and analysis of data from all sources (key informant interviews, focus groups and secondary data)

  • Conducting qualitative and quantitative data analysis.

  • Participating in the preparation of preliminary findings, conclusions and recommendations matrices and drafting of the report.

  • Preparing power point presentations on findings, conclusions and recommendations

  • Presenting the findings, conclusions and recommendations to SI and to USAID as well as other stakeholders as required.

  • Preparing draft and final report of the evaluation

  • Handling other activities as instructed by the Team Leader

Requirements:

  • A minimum of M.Sc./M.D degree in Public health, Medicine, Human resource management, Midwifery, Anesthesia or related discipline.

  • should have at least seven years of work experience in human resources for health in East Africa, preferably in Ethiopia

  • Should have experience in conducting at least one similar evaluation

  • Strong experience in developing qualitative and quantitative data collection tools and experience in conducting qualitative and quantitative data analysis.

  • Strong experience in writing good quality evaluation report.

  • Strong understanding of the health sector specially understanding of the human resource for health context of Ethiopia and knowledge of USAID’s

  • Preferably knowledge of USAID evaluation policy.
