Background

SAADO – Smile Again Africa Development Organization is a national non- profit humanitarian and

development organization dedicated to working with the youth and their communities to reach their full

potential. Founded in 2011, SAADO works across all the states of South Sudan promoting social cohesion and empowering communities to tackle the causes of poverty and injustices. We provide humanitarian assistance to families affected by disaster & conflict while partnering with communities for long-term solutions to alleviate poverty. Motivated by the potential in the youth, we optimize their role to foster peaceful co-existence and economic empowerment in South Sudan.

BRACE II BRIEF

BRACE II is a two and half year program that aims to address immediate food insecurity to avert hunger and leverage sustainable positive change in community food security and livelihoods. BRACE II is supporting interventions based on the approach known as ‘Food for Work/Assets’ or ‘Cash for Work/Assets’ in which vulnerable households receive cash or food (the delivery choice is dependent on the status of local markets) in return for work on livelihoods/productive assets that improve their resilience against climate shocks and food insecurity.

BRACE II program is centered on four main objectives:

§ Address immediate hunger gaps (through conditional cash/food assistance)

§ Improve longer-term food security (through addressing some of the underlying causes of food insecurity and malnutrition by supporting the creation of community assets and improving skills and knowledge)

§ Increase capacity to absorb, anticipate and adapt to climate variability and extremes

§ Improve community relationships

The Role

Reporting to the Director of Programs, the Project Manager (BRACE II) will oversee the implementation and delivery of all the components of BRACE II in Aweil North County of NBEG State. The job holder will guarantee the quality and suitability of proposed technical approaches ensure the appropriateness of project activities and of SAADO’s general objectives to the needs of the local populations. In addition, the project manager will ensure the coordination of all project activities through active participation in coordination meetings and working groups.

KEY RESPONSIBILITIES

· Preparation and implementation of project plans that have been approved by the consortium lead partner.

· He/she will coordinate the project and more particularly the operational monitoring of the components and result areas being implemented by SAADO.

· Ensure accuracy, accountability, and transparency of the project activities with periodic and timely reports to the partners, and donors.

· Participation in external coordination /networking forums, organization, and participation in assessment for the project.

· Participate in developing broader sector strategies through the influence of leadership within inter-agency coordination forums.

· Responsible for providing technical guidance to field-based teams and ensuring that high-quality activities are implemented and evaluated in a timely manner.

· Ensures BRACE II Project expenditures are documented in accordance with donor requirements advises key Program staff and other staff related to the operations of the project on key issues from time to time.

· Ensure field teams have a solid understanding of emergency, recovery and development programming, conduct regular training for staff to build skills and capacity.

· Carry out advisory visits to programs areas in order to review/monitor/evaluate the project.

· Ensure sector accountability mechanisms are put in place, ensuring that the feedback is incorporated into program design and learning disseminated to the wider FSL sector.

· Working closely with the HR team, lead on identifying project staffing needs and ensure rapid recruitment, induction, and training of new staff.

· Write monthly, quarterly, and annual report.

· Conduct assessments and develop concept notes and project proposal with support from the country office.

· Represent SAADO with its interest in Northern Bhar El Gazal.

· Perform other duties assigned to him/her by the supervisor.

KNOWLEDGE, SKILLS & ABILITIES

· Advanced Degree in Agricultural Development studies or similar field. Postgraduate qualifications in Program Management preferable.

· At least 5 to 7 years experience in a similar role with an FSL team at national / International Level. Prior experience managing DFID grants is desirable and would be a distinct advantage.

· Knowledge of project cycle management, livelihoods, agrarian systems and natural resources management.

· Demonstrated ability to set up learning and development processes and monitoring & evaluation systems in large complex Programs.

· Excellent communication, analytical skills, organization and writing/editing skills.

· Skilled in developing and facilitating collaborative relationship.

· Respect for all levels of the organization and our partners.

· Energetic team player who works well in collaborative situations.

· Ability to work under pressure.

· Ability to work in a hostile environment.
