JOB ROLE:
The Special Needs Education Officer will be responsible for mainstreaming children and youth living with disability in the implementation and development of all aspects of the inclusive education and child youth projects in Maban. He or She will be the technical person in charge of Special Needs Programme and will be responsible for initiating, planning, monitoring and evaluation of the programme in collaboration with Education Officers with integrated psychosocial activities in schools.
BACKGROUND:
The Lutheran World Federation/Department for World Service (LWF/DWS) South Sudan Programme was established in 2009 and has been operating in Maban since 2012 and strives to provide humanitarian assistance (emergency/relief, rehabilitation and development work) to refugees and other vulnerable communities to enable them meet their basic human rights and needs in line with its vision and mission statements, and core values. The activities of LWF include education, child protection, food security, emergency, community protection and capacity building of local authorities and community members.
KEY RESPONSIBILITIES:
· Design and implement community based rehabilitation services to provide quality and comprehensive rehabilitation care to children and youth with disabilities.
· Supervise and Monitor the special needs assistants in field activities by developing individual weekly work plan.
· Conduct the follow-up home visit for children and youth through field accompaniment.
· Organize training / refresher course for the LWF project staff and other staff from partner organizations on different aspect of community based rehabilitation and physical rehabilitation services.
· Coordinate with Department of Health and organize training program for government health centre staff, health worker, Nurses case workers on early identification and appropriate referral of children and youth with disabilities.
· Coordinate and organize the appropriate referral for children and youth with disabilities to access better services or specialized services.
· Coordinate with local community and relevant govt department and other organizations to organization and conduct the community awareness and sensitization campaign on various aspect of disability and its related issues.
· To provide the adequate information to the children and youth with disabilities about the services/schemes available for people with disabilities.
· Assist in development of training materials and awareness materials, guidance notes on rehabilitation, and other related sectors.
· Maintain records of activities and statistics, compile the different reports and provide reports and statistics are required
· Work with the psychosocial facilitators and Teachers to scale up the programs.
· Travel to the allocated camps and host communities to monitor all activities and interact with the relevant stakeholders of the project.
· Write activity and progress reports.
· Maintain accurate records of activities and assessments conducted, statistics, support and services provided, and referrals made.
· Write regular statistics, activity and progress reports and provide them to the Team Leader as appropriate
· To liaise with authorities and UNHCR working in the camps, particularly in terms of data, needs of the affected population.
· Regular collaboration with other stakeholders health facilities and other organizations as required
· Work closely with the LWF Education and CYP departments to coordinate all the project activities
· Communicate with the Team Leader and other staff to ensure that the beneficiaries receive services and that continuity of care occurs
· Attend and collaborate in Staff meetings and others as required.
· Use various communication means (written, spoken, etc) during activities to ensure effective inclusion of all participants
Qualification and Experience
§ Preferred diploma or degree in Special Needs Education or Bachelor Degree in Physiotherapy/Occupational Therapy/Rehabilitation Therapy/Social work with disability background from accredited University
§ At least 2 years’ experience in implementing activities in development and or emergency context in the NGO.
§ Has a good substantial experience in the implementation of psychosocial programs.
§ Excellence written and spoken English. Knowledge of Arabic will be an advantage.
§ Computer literacy & various short courses on SNE to keep abreast with new developments in the sector
§ Experience in community based rehabilitation programs
§ Experience gained within an international humanitarian NGO will be an added advantage.
§ Experience in inclusive education and safe learning environments initiatives
§ Experienced in using learner centred model of teaching
§ Strong reporting, writing, editing data analysis skills.
§ Excellent communication skills and understanding of community engagement and participation.
§ Essential work experience in refugee context.
§ Ability to meet deadline and prioritise work under pressure and demonstrate resourcefulness.
§ Effective team role and role model member.
§ Demonstrate creativity in seeking better ways to do things and shares with the team.
§ Good organization awareness and coordination skills.
§ Demonstrate developed communication skills.
