IMA World Health is seeking a State Manager to provide overall leadership and management to the second iteration of a multi-donor Health Pooled Fund (HPF) in the Republic of South Sudan. The 2-year, GBP 85-million fund is intended to ensure health service delivery and support achievement of national health sector development plan objectives across six of South Sudan's ten states. The State Manager will oversee provision of a comprehensive technical package including establishment, management and use of the fund mechanism; ensuring continuity of and support to service delivery; and support to health systems strengthening at the state and county levels. The State Manager will provide leadership in an integrated manner.
A key objective of this project is to transfer ownership and stewardship of health service delivery to the Government of South Sudan.
Duties:
- Planning, support and management of the program so that activities and outputs remain on track and the program achieves its objectives of improving health services
- Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes
- Analyze the impact of projects and promote learning by documentation of best-practices, then use this information to support decision-making processes
- Track program progress, projects' expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments.
- Ensure HMIS is implemented at all levels of health services delivery
- Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements
- Work closely with regional programming in ensuring that all reports meet donor requirements
- Create an enabling environment for dialogue, information sharing, partnerships and, and cooperation between CBOs, government structures and target communities when delivering project interventions
- Serve as IMA representative in the State, partners and other agencies operating within the State
- Pursue opportunities for capacity building of the SMOH in HSS
The position requires a competent and experienced person with the following attributes:
- Masters degree in Public Health or in health related discipline, or first degree in Medicine or Medical science may be accepted in lieu of a master's degree if supported by long and exceptional experience in health programs.
- Extensive relevant experience in supporting projects on Maternal, Newborn and Child health or in primary health care
- Extensive experience working and delivering results in fragile and conflict affected areas (previous experience working in South Sudan is an advantage).
- Relevant professional experience managing and implementing large multi-year projects in Africa (assessment, proposal development, report writing and evaluation, etc.)
